He completed his primary, secondary and high school education (Urla Imam Hatip Secondary School and High School) in Izmir. In 1994, he graduated from Ankara University, Faculty of Political Sciences, Department of Public Administration. He completed his master's and doctoral studies at Dokuz Eylül University, Institute of Social Sciences, Department of Economics, in 2005. He was deemed worthy of the "best doctoral thesis of the year" award by the Turkish Economic Association with his doctoral thesis titled "Intra-Industrial Foreign Trade (Analysis of Turkey's Intra-Industrial Foreign Trade)".
During his doctoral studies, he was a Visiting Researcher at Justus Liebig University, Giessen, Germany, in 2003, and at the Oxford Institute for Energy Studies, Oxford University, England, to conduct postdoctoral research between 2010 and 2012.
He started his academic career in 1995 as a Research Assistant at Dokuz Eylül University Faculty of Economics and Administrative Sciences, Department of Economics, and received the title of Assistant Professor (Lecturer) in 2006, Associate Professor in 2012 and Professor in 2018.
Dr. In addition to many academic-administrative studies and projects he carried out during his 28-year period as a member of Dokuz Eylül University, Şimşek served as Vice Rector of Hoca Ahmet Yesevi International Turkish - Kazakh University between 2013-2014 and as the founding director of the Eurasia Research Institute, which is Turkey's first think tank abroad, between 2014-2017.
Şimşek, who has many national and international publications in the fields of intra-industrial foreign trade, new foreign trade theories and energy economy, also carries out his education and training activities, as well as serving in different non-governmental organizations, especially as a Permanent Member of the Board of Trustees of the Turkish Maarif Foundation.
Şimşek, who currently continues his work as a faculty member at the Faculty of Economics and Administrative Sciences at Fatih Sultan Mehmet Foundation University, was appointed as the Rector of Fatih Sultan Mehmet Foundation University on December 22, 2023.
Şimşek, who is married and has a child, speaks English.
