ARTICLE 1 –(1) The purpose of this Regulation; To regulate the procedures and principles regarding the purpose, fields of activity, management bodies, and duties of the management bodies of Fatih Sultan Mehmet Foundation University Continuing Education Application and Research Center.

ARTICLE 2 –(1) This Regulation; It covers the provisions regarding the purpose, fields of activity, management bodies, and duties of the management bodies of Fatih Sultan Mehmet Vakıf University Continuing Education Application and Research Center.

Purpose of the centeri
ARTICLE 5 –(1) The purpose of the center; To increase the knowledge and skills of University staff and students, members of various professional groups and other individuals by organizing training programs in all areas needed for the university's graduates and members and all segments of society to take part in lifelong learning processes, to organize courses, seminars, workshops, conferences and symposiums in order to support their professional careers, and to provide consultancy services.
Areas of activity of the centeri
ARTICLE 6 –(1) The activity areas of the center are as follows:
a) To provide consultancy and training services to university students and staff, public or private sector in the fields they need, and to carry out all necessary work to train a qualified workforce,
b) To carry out all kinds of publishing activities such as books, magazines, brochures and similar,
c) Organizing all kinds of training programs, courses, seminars, conferences, symposiums and similar events at local, regional, national and international levels, coordinating these activities with other centers and promoting University facilities in these areas and engaging in all kinds of activities on the subject,
ç) To contribute to the development of the University's cooperation with the public, private sector and international organizations by ensuring the coordination of the activities of the Center,
d) To issue a certificate of participation or certificate at the end of the training programs organized by the centre.

ARTICLE 7 –(1) The governing bodies of the center are:
a) Manager,
b) Board of Directors.

ARTICLE 8 –(1) Director; With the recommendation of the Rector and the approval of the Chairman of the Board of Trustees, he/she is appointed among the full-time faculty members of the University for a period of three years. The Manager whose term of office has expired may be reappointed. In cases where the director is not on duty for more than six months, his duty ends.
(2) A maximum of two people recommended by the Director from among University faculty members or University personnel to assist him in his work are appointed as assistant directors by the Rector. In cases where the director is not on duty, one of his assistants acts in his place.

ARTICLE 9 –(1) The duties of the director are as follows:
a) Representing the center,
b) To implement the decisions and work program taken by the Board of Directors,
c) To manage the center in line with its purpose,
ç) To ensure coordination regarding the implemented programs and activities,
d) To prepare the annual activity report of the Center and the work program for the next year and to submit it to the Rector for approval after obtaining the opinion of the Board of Directors,
e) To chair the Board of Directors.

ARTICLE 10 –(1) Board of Directors; It consists of at least five members, four of whom are appointed from among the Director and University faculty members with the recommendation of the Rector and the approval of the Chairman of the Board of Trustees.
(2) The term of office of the members of the Board of Directors is three years. Members whose term of office has expired may be reappointed. New members are appointed in the same manner to replace members who leave before the end of their term of office. The Board of Directors meets at least every two months upon the invitation of the Director, with the absolute majority of its members, and decisions are taken by the majority vote of those attending the meeting. The Director may call an extraordinary meeting of the Board of Directors whenever necessary.

ARTICLE 11 –(1) The duties of the Board of Directors are as follows:
a) To make decisions regarding the planning and preparation of training programs related to the activities of the center, determining the conditions for participation in training programs, and ensuring the necessary coordination between the units that will provide training,
b) To determine the principles regarding the preparation of the activity report and to evaluate the presented report,
c) To determine the principles regarding the organization of the work program for the next period and to evaluate the submitted report,
ç) To determine the principles regarding the issuance of participation certificates, certificates and similar documents to be given at the end of the training programs.

ARTICLE 12 –(1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be appointed by the Rector upon the recommendation of the Director, in accordance with Article 13 of Law No. 2547.

ARTICLE 13 –(1) The spending authority of the center is the Rector. The Rector may delegate this authority to the Director.

ARTICLE 14 –(1) In cases where there is no provision in this Regulation, other relevant legislation provisions and the decisions of the Senate and the Board of Directors apply.

ARTICLE 15 –(1) This Regulation shall enter into force on the date of its publication.

ARTICLE 16 –(1) The provisions of this Regulation are enforced by the Rector of Fatih Sultan Mehmet Foundation University.
